Air Enforcement
Compliance in the air program includes both meeting regulatory requirements and the enforcement actions that ensure those requirements are upheld. The Surveillance Division conducts routine air inspections once a permit is issued, with the frequency and rotation based on the type of air permit and the level of oversight needed for that facility. Enforcement may be initiated when air‑related violations are identified during inspections, but it can also result from agency file reviews, reported incidents, or facility releases that indicate a potential breach of air quality regulations.

About Air Enforcement
The Enforcement Division receives referrals resulting from inspections and/or file reviews performed by Department personnel to determine the degree of compliance with the State of Louisiana Environmental Regulations. The Enforcement Division is divided into four (4) sections. The Air Enforcement Section receives referrals that contain violations of the Air Quality Regulations, including lead and asbestos. These regulations are codified in Title 33 of the Louisiana Administrative Code (LAC). The Air Enforcement Section determines the appropriate course of action based on the findings and nature of the violations noted in the referrals.

Title V Program
Title V Semiannual Monitoring
NEW: Beginning with the 2026 First Semiannual Reporting Period, all Title V permittees are required to use LDEQ's Semiannual and Annual Compliance reporting forms.
All facilities that operate under a Louisiana Department of Environmental Quality (DEQ) Title V air permit are required by both 40 CFR 70.6(a)(3)(iii)(A) and LAC 33:III.507.H.1 to submit at least every six months a monitoring report to the permitting authority only, the Louisiana DEQ.
The semiannual monitoring reports are to be submitted to the Louisiana DEQ Office of Environmental Compliance, Enforcement Division by the dates of March 31 and September 30. The March 31 semiannual monitoring report encompasses the period of July through December, while the September 30 semiannual monitoring report encompasses the period of January through June. The previous information is present in all Louisiana DEQ Title V air permits as 40 CFR Part 70 General Condition K.

Title V Annual Compliance Certification
All facilities that operate under a Louisiana Department of Environmental Quality (DEQ) Title V air permit are required by both 40 CFR 70.6(c)(5) and LAC 33:III.507.H.5 to submit an annual compliance certification to the Administrator, USEPA Region VI, and the Louisiana DEQ, the permitting authority.
The compliance certification is to be submitted to the Louisiana DEQ Office of Environmental Compliance, Enforcement Division and USEPA Region VI by March 31 for the preceding calendar year. The previous information is present in all Louisiana DEQ Title V air permits as 40 CFR Part 70 General Condition M.
The annual compliance certification is separate from semiannual monitoring reports, which must be submitted only to the Louisiana DEQ Office of Environmental Compliance, Enforcement Division at least every six months by the dates of March 31 and September 30.
