Sheppard joined the Louisiana Department of Environmental Quality in February of 1999 and serves as Administrator of the Water Permits Division in the Office of Environmental Services. She has a Bachelor of Science degree in Zoology from Louisiana State University. During her tenure with LDEQ, she has held various positions within the Water Permits Division, with 15 years in supervisory roles within the Industrial Permitting Section.
