The LDEQ, Office of Environmental Services, is accepting written comments on the draft decision document for a site-specific variance from the classification as a solid waste, for Placid Refining Company, LLC (Placid)/ICI Process Technologies, L.L.C. (IPT), 1940 Hwy 1 North, Port Allen, Louisiana, for the Port Allen Facility. The facility is located at 1940 Highway 1 North, Port Allen, West Baton Rouge Parish.
Placid/IPT proposes to seek a site-specific variance from the classification of a solid waste for partially reclaimed inorganic residual materials (PRIRM) and partially reclaimed base metal materials (PRBMM) in accordance with LAC 33:V.105.O.1.c and 105.O.2.c. Placid, in conjunction with IPT, will manage, store and process (initial reclamation by two (2) methods of thermal desorption-Indirect Thermal Desorption (ITD) and Vertical Infra-Red Thermal Desorption (VIRTD)) oil bearing secondary materials (OBSM) generated at the Placid Port Allen Refinery and from other petroleum refineries (SIC Code 2911).
After intial reclamation, recovered materials (valuable hydrocarbons) will be re-inserted into Placid’s petroleum refining process. Residual materials (PRIRM and PRBMM) processed further will become commercial products (Alumina Silica Product-ASP and Metals Concentrate Product-MCP) available for direct use by the cement manufacturing industry or the metals reclamation and refining industry, and not classified as a solid waste.
Written comments, written requests for a public hearing or written requests for notification of the final decision regarding this permit action may be submitted to Ms. Soumaya Ghosn at LDEQ, Public Participation Group, P.O. Box 4313, Baton Rouge, LA 70821-4313. Written comments and/or written requests must be received by 12:30 p.m., Tuesday, December 8, 2009. Written comments will be considered prior to a final permit decision.
If LDEQ finds a significant degree of public interest, a public hearing will be held. LDEQ will send notification of the final permit decision to the applicant and to each person who has submitted written comments or a written request for notification of the final decision.
