The LDEQ, Office of Environmental Services, is accepting written comments on a draft modification of a Louisiana Pollutant Discharge Elimination System (LPDES) permit prepared for Acadia Power Partners, LLC, Acadia Power Station, 30385 Crowley-Eunice Highway, Eunice, LA 70535. The facility is located at 30385 Crowley-Eunice Highway, near Eunice, in Acadia Parish. Upon the effective date of the final permit, the LPDES permit shall replace the previously issued LPDES permit.

 

The principal discharge from this existing source is made into Bayou Mallet, waters of the state classified for primary contact recreation, secondary contact recreation, fish and wildlife propagation, and agriculture. Under the SIC  4911, the applicant proposes to discharge cooling tower blowdown, RO-EDI Reject, plant service water/plant drains, neutralized corrosive drains, combined HRSG blowdown, miscellaneous low volume wastewater including but not limited to raw water pretreatment, hydrostatic test water, excess condensate, steam condensate drain and steam drains tank, analyzer slip-streams, maintenance wastewaters, and stormwater runoff from an existing steam electric generating facility .

 

During the preparation of this permit, it has been determined that the discharge will have no adverse impact on the existing uses of the receiving waterbody. As with any discharge, however, some change in existing water quality may occur.

 

This permit is being modified to include relocation of outfall 001, change in the the outfall 001, 101, 201descriptions, deletion of outfall 002, change in the flow value of outfall 001, removal of the total cyanide limit from outfall 001, revisions to the flow weighted average temperature (fwat) language and associated footnotes, re-evaluation of the total sulfate limits at outfall 001, revision of the biomonitoring dilution series due to changes in flow at outfall 001, and establishment of concentration limits only at outfall 001. 

 

 

Written comments, written requests for a public hearing or written requests for notification of the final decision regarding this permit action may be submitted to Ms. Soumaya Ghosn at LDEQ, Public Participation Group, P.O. Box 4313, Baton Rouge, LA 70821-4313. Written comments and/or written requests must be received by 12:30 p.m., Thursday, November 19, 2009. Written comments will be considered prior to a final permit decision.

 

If LDEQ finds a significant degree of public interest, a public hearing will be held. LDEQ will send notification of the final permit decision to the applicant and to each person who has submitted written comments or a written request for notification of the final decision.
