PUBLIC HEARING AND REQUEST FOR PUBLIC COMMENT ON A DRAFT WATER DISCHARGE PERMIT & THE ASSOCIATED ENVIRONMENTAL ASSESSMENT STATEMENT

The LDEQ, Office of Environmental Services, will conduct a public hearing to receive comments on a draft Louisiana Pollutant Discharge Elimination System (LPDES) permit and the associated Environmental Assessment Statement (EAS) prepared forSlidell Landfill, L.L.C., 310 Howze Beach Lane, Slidell, LA 70461 for the Slidell Landfill. The facility is located 310 Howze Beach Lane in Slidell, St. Tammany Parish.
 
The hearing will be held on Tuesday, November 17, 2009, beginning at 6:00 p.m., at the Slidell Auditorium, 2056 2nd St., Slidell, LA 70458. During the hearing, all interested persons will have an opportunity to comment on the draft permit.
 
The principal discharge from this existing source is made into an unnamed ditch, thence into Schneider Canal thence into Salt Bayou from Outfall 001 and into onsite drainage, thence into the Coastal Waste Services stormwater holding pond, thence into Schneider Canal from Outfall 002 and Outfall 003, waters of the state classified for primary contact recreation, secondary contact recreation, and propagation of fish and wildlife. Under the SIC Code 4953, the applicant proposes to dicharge landfill wastewater including contact and noncontact stormwater, treated sanitary wastewater, and vehicle and equipment wash water from the Slidell Landfill, a construction/demolition debris landfill.
 
During the preparation of this permit, it has been determined that this discharge will have no adverse impact on the existing uses of the receiving waterbody. As with any discharge, however, some change in existing water quality may occur.
 
The EAS submitted by the applicant addresses avoidance of potential and real environmental effects, balancing of social and economic benefits against environmental impact costs, and alternative sites, projects, and mitigative measures.
 
Written comments or written requests for notification of the final permit decision regarding this permit may also be submitted to Ms. Soumaya Ghosn at LDEQ, Public Participation Group, P.O. Box 4313, Baton Rouge, LA 70821-4313. Written comments and/or written requests for notification must be received by 12:30 p.m., Monday, November 23, 2009. Written comments will be considered prior to a final permit decision. 
 
LDEQ will send notification of the final permit decision to the applicant and to each person who has submitted written comments or a written request for notification of the final decision.
 
The application, draft permit, EAS (IT Questions) and statement of basis are available for review at the LDEQ, Public Records Center, Room 127, 602 North 5th Street, Baton Rouge, LA. Viewing hours are from 8:00 a.m. to 4:30 p.m., Monday through Friday (except holidays). The available information can also be accessed electronically on the Electronic Document Management System (EDMS) on the DEQ public website at www.deq.louisiana.gov.
