PUBLIC HEARING AND REQUEST FOR PUBLIC COMMENT ON
A DRAFT WATER DISCHARGE PERMIT

The LDEQ, Office of Environmental Services, will conduct a public hearing to receive comments on a draft Louisiana Pollutant Discharge Elimination System (LPDES) permit prepared for Oak Harbor East Utility, LLC, Oak Harbor East Sewer Treatment Plant, 500 Lakeshore Blvd North, Slidell, LA 70461. The facility is located at 500 Lakeshore Blvd. North (formerly Harbor Center Blvd.) in Slidell, St. Tammany Parish.
The hearing will be held on Tuesday, October 27, 2009, beginning at 6:00 p.m., at the at the Slidell Auditorium, 2056 2nd St., Slidell, LA 70458. During the hearing, all interested persons will have an opportunity to comment on the draft permit.
The principal discharge from this existing source is made into Canal No. 7, thence into drainage pumping station, thence into Lake Pontchartrain, waters of the state classified for primary contact recreation, secondary contact recreation and propagation of fish and wildlife. Under the SIC Code 4952, the applicant proposes to discharge treated sanitary wastewater from a privately owned treatment works serving the Lakeshore Estates Subdivision, Lakeshore Village Subdivision, East St. Tammany Events Center, a bank, a convenience store, and office buildings.
During the preparation of this permit, it has been determined that this discharge will have no adverse impact on the existing uses of the receiving waterbody. As with any discharge, however, some change in existing water quality may occur.
Written comments or written requests for notification of the final permit decision regarding this permit may also be submitted to Ms. Soumaya Ghosn at LDEQ, Public Participation Group, P.O. Box 4313, Baton Rouge, LA 70821-4313. Written comments and/or written requests for notification must be received by 12:30 p.m., Monday, November 2, 2009. Written comments will be considered prior to a final permit decision.
LDEQ will send notification of the final permit decision to the applicant and to each person who has submitted written comments or a written request for notification of the final decision.
The permit application, draft permit, and statement of basis are available for review at the LDEQ, Public Records Center, Room 127, 602 North 5
th Street, Baton Rouge, LA. Viewing hours are from 8:00 a.m. to 4:30 p.m., Monday through Friday (except holidays).
The available information can also be accessed electronically on the Electronic Document Management System (EDMS) on the DEQ public website at www.deq.louisiana.gov.
