PUBLIC HEARING AND REQUEST FOR PUBLIC COMMENT ON A DRAFT WATER DISCHARGE PERMIT

The LDEQ, Office of Environmental Services, will conduct a public hearing to receive comments on a draft Louisiana Pollutant Discharge Elimination System (LPDES) permit prepared for Petroplex International, L.L.C., 842 Main Street, Baton Rouge, Louisiana 70802 for the Petroplex International, L.L.C. Tank Farm. The facility is located at 1407 La. Hwy. 18 in Vacherie, Louisiana, St. James Parish.
 
The hearing will be held on Tuesday, October 13, 2009, beginning at 6:00 p.m., at the St. James Reception Center,
2455 Highway 18, Vacherie, LA 70090.  During the hearing, all interested persons will have an opportunity to comment on the draft permit.
 
The principal discharge from this proposed source will be made into the Mississippi River from Outfall 001, waters of the state classified for primary contact recreation, secondary contact recreation, fish and wildlife propagation and drinking water supply. The discharge from Outfall 002 is made into Bayou Lasseigne, thence into Bayou Lac des Allemands, waters of the state classified for primary contact recreation, secondary contact recreation and propagation of fish and wildlife. Under the SIC Codes 5171 and 4226, the applicant proposes to discharge tank draw wastewater, stormwater runoff from equipment pads, maintenance washwater, ship/barge bilge, ballast and slop water, compressor condensate, steam condensate, tank and equipment washwater, boiler blowdown and steam condensate, hydrostatic test wastewater, treated sanitary wastewater and uncontaminated stormwater runoff from a proposed petroleum liquid storage and terminal.
 
During the preparation of this permit, it has been determined that this discharge will have no adverse impact on the existing uses of the receiving waterbody. As with any discharge, however, some change in existing water quality may occur.
 
Written comments or written requests for notification of the final permit decision regarding this permit may also be submitted to Ms. Soumaya Ghosn at LDEQ, Public Participation Group, P.O. Box 4313, Baton Rouge, LA 70821-4313. Written comments and/or written requests for notification must be received by 12:30 p.m., Friday, October 16, 2009. Written comments will be considered prior to a final permit decision. 
 
LDEQ will send notification of the final permit decision to the applicant and to each person who has submitted written comments or a written request for notification of the final decision.
 
The application, draft permit, and statement of basis are available for review at the LDEQ, Public Records Center, Room 127, 602 North 5th Street, Baton Rouge, LA. Viewing hours are from 8:00 a.m. to 4:30 p.m., Monday through Friday (except holidays). The available information can also be accessed electronically on the Electronic Document Management System (EDMS) on the DEQ public website at www.deq.louisiana.gov.
